If he croaks before they vote, the team would automatically be under the control of Shelly Sterling as his widow. Since she hasn't done anything wrong (at least, not regarding this incident) it would probably be harder to take the franchise away from her than it will be to take it away from him. I guess they could just not approve her as a governor, but there's nothing to say she couldn't just leave Parsons in place to make all the decisions while she just took the profits. Hard to see how the NBA could fight that seeing as how it was they who installed him.
In short, the absolute worst thing Donald could do to the Clippers is to snuff it in the next month or so... so knowing him, that's probably what he'll do.
